러시아 HQS 비자 취득을 위한 신규 고용허가 취득 기준 변경

러시아 경제개발부는 연방 법률 No. 115-FZ "러시아 연방 외국인의 법적 지위" 의 제13.2조 및 No. 62-FZ "러시아 연방 시민권" 제14조 개정을 추진하며, 외국인의 러시아 내 고용 환경을 개선시키고자 하고 있다. 

 

주 목적은 러시아 내 보다 많은 HQS (고 퀄리티 전문가)를 유치하여, 러시아 국민 기반의 안정화를 도모하는 것으로 파악된다. 참고로 HQS 비자를 취득하기 위한 요구조건이 있으며, HQS 비자 취득 시, 개인소득세를 제외한 사회보장세 전반의 면제를 보장받을 수 있다. 

 

 

금번 개정 사안에 대한 주요 내용은 다음과 같다.

 

HQS 의 조건

-  최소 월 급여: 167,000 루블 --> 100,000 루블 로 인하

-  State Duty (고용 허가서 신청료) : 3,500 루블 --> 13,000 루블 로 인상

 

 

러시아 시민권 취득 절차 간소화 (a simplified procedure for obtaining Russian citizenship)

- 다음 외국인 분류에 한하여 영주권(a permanent residence permit) 취득 후 5년 이상 러시아 내 거주해야 하는 의무기간 삭제

 

 

1) HQS 비자 취득자 및 그 가족 (Highly qualified specialists and members of their families)

 

2) 2002년 7월 1일 이후에 교육 및 과학기관의 국가 인증 프로그램에서 전문 교육을 수료한 사람 중 최소 3년을 러시아 내에서 근무한 사람 (Foreigners who received professional education in Russia after 1 July 2002 in state-accredited programs in Russian educational or scientific institutions and have worked in Russia for a total of at least
three years prior to the date of their application for Russian citizenship)

 

3) 시민권 신청 전 최소 3년 이상 러시아 정부에서 지정한 경제활동을 영위한 사람 중 러시아 사회보장 연기금에 최소 1백만 루블의 세금 및 보험료를 납부한 사람 (Foreigners who have been engaged in Russia in forms of economic activity determined by the Russian government for a continuous period of at least three years prior to the year in which they apply for Russian citizenship. Taxes and insurance contributions paid to the Russian Pension Fund during this period should total at least one million rubles;

 

4) 시민권 신청 전 최소 3년 간 러시아 법인의 10% 이상의 지분을 취득/보유한 투자자, 해당 법인은 1억 루블의 자본금을 보유하고, 매년 사회보장 연기금에 최소 6백만 루블을 납부하여야 함(investors who have had at least a 10% interest in a Russian legal entity for a continuous period of at least three years prior to the year in which they apply for Russian citizenship. Such a legal entity would have an authorized capital of at least RUB 100 million and pay at least RUB 6 million in taxes and insurance contributions to the Russian Pension Fund each calendar year)

 

 

현재 해당법안은 공개토론 단계가 성공적으로 마무리 되면, 국가 의회(State Duma)에 정식으로 상정될 예정이다.
