지난 27일 한-러 입국제한 해제 이후 러시아로 돌아가는 사람들의 발길이 이어지고 있습니다. 이와 관련하여 2 가지 상황을 업데이트 드립니다.
1) 신규 노동 비자 (Work visa – HQS) 취득 시, 여전히 특별목록승인(예외입국허가 승인, an entry permit) 득 해야 비자 초청장 신청이 가능합니다. (여전히 논란이 되고 있는 부분)
2) 지난 3월 17일 이전 수령한 비자 초청장의 경우, 9월 27일 입국제한 해제 조치와 함께 초청장의 효력이 재개 됨에 따라 비자 신청이 가능해졌습니다. (초청장 수령 후 비자 신청 전 러시아 정부 측의 입국 제한 조치로 인해 비자 신청이 holding된 경우)

2020년 9월 23일 자, 러시아 대통령령 No. 580 “On Amendments to Decree No. 274 of 18 April 2020 ‘On Temporary Measures to Regulate the Legal Status of Foreign Nationals and Stateless Persons in the Russian Federation in Connection with the Threat of the Further Spread of the Novel Coronavirus Infection (COVID-19)’” 이 9월 16일자로 효력이 발생하였습니다.
새로운 법령에 따라 2020년 4월 18일 법령 274호가 2020년 12월 15일까지 연장됨에 따라, 다음 목록 내 이민 서류들의 유효 기간은 2020년 12월 15일까지 연장되었습니다. 즉, 러시아 내 체류 외국인들에게 별도의 연장 허가 또는 비자 발급이 필요 없습니다.

2020 년 9 월 15 일자 러시아 정부 법령 제 1428 호 “On Measures to be Taken by Inviting Parties to Ensure that Invited Foreign Citizens or Stateless Persons Comply with the Rules for Staying (Residing) in the Russian Federation” 이 9월 25일자로 발효되었습니다.
이 법령은 외국인 고용 시 초청자(회사)가 해야 할 의무에 대한 내용으로 크게 다음 4 가지를 포함하고 있으며, 상세 내용은 아래 링크를 참조하시기 바랍니다.
1) IT를 활용하여 해당 외국인과 소통을 위한 연락처 공유
2) 초청장에 명시된 재정지원, 건강관리 지원 및 편의 등의 제공
3) 외국인의 입국 목적 준수 지원
4) 외국인과 연락 두절 시, 2 영업일 이내 해당 지역 이민국 사무실에 통지

현재 러시아 출입국 관리소(Russian Border Control)의 코멘트에 의하면, 외국 국적자의 러시아 입국은 아래 2 가지 조건에 부합되는 경우에 한 합니다.
1) foreign citizen holds citizenship or permanent residence card from the countries listed below (해당 국가 국적자 및 영주권자)
2) a direct flight to Russia is taken from the country of citizenship or permanent residence (해당 국가에서 출발하는 직항)
Countries that resumed flights with Russia:
1. United Kingdom
2. Tanzania
3. Turkey
4. Switzerland
5. Egypt
6. Maldives
7. UAE
8. Kazakhstan
9. Kyrgyzstan
10. Republic of Korea
“Entry to Russia by arriving from a third country, different from the country of citizenship or permanent residence is not permitted.”
즉, 제 3국 경유 또는 해당 (리스트 내) 국가 국적자나 영주권자가 아닌 경우 입국이 허용되지 않습니다.

아울러, 현재 비자 유형과 상관없이 러시아 입국하는 외국인들에게 코로나 음성 검사 결과 확인서 (입국 일로부터 3일 이내 발급본)가 14일의 자가 격리 의무를 대체 가능합니다. (단, 자가격리명령서 발부 및 사인 시 격리 필요)
다만, 현재 2차 파동으로 인해 해당 사안이 변경 될 여지가 있으므로 입국일 전 재 확인이 필요한 사안으로 보입니다.
