15일 푸틴 대통령은 러 연방법 No. 392 “On Amendments to Edict No. 274 of 18 April 2020 ‘On Temporary Measures to Regulate the Legal Status of Foreign Citizens and Stateless Persons in the Russian Federation in Connection with the Threat of the Further Spread of the Novel Coronavirus Infection (COVID-19).’” 개정안에 서명하며, 274 번 법령의 조항은 2020 년 9 월 15 일까지 연장되었습니다. 외국 직원을 고용 할 수 있는 특허, 노동 허가 및 기업 허가의 유효 기간은 새로운 법령에 따라 평소와 같이 계속 운영됩니다.

 

쉽게 이야기 하자면, 3월 15일부터 6월 15일까지 동결되었던 각종 외국인의 러시아 체류 관련 서류의 동결이 9월 15일까지 연장되었다는 의미입니다.

Extension of the temporary procedure for the stay of foreign citizens in Russia in connection with the spread of the coronavirus infection

 

On 15 June 2020 the Russian President signed Edict No. 392 “On Amendments to Edict No. 274 of 18 April 2020 ‘On Temporary Measures to Regulate the Legal Status of Foreign Citizens and Stateless Persons in the Russian Federation in Connection with the Threat of the Further Spread of the Novel Coronavirus Infection (COVID-19).’”

Under the new edict, the provisions of Edict No. 274 are extended until 15 September 2020.

In particular, the validity period of below immigration documents is “frozen” until 15 September:

• Immigration enrollment
• Registration
• Temporary residence permits
• Permanent residence permits
• Visas
• Migration cards
• Refugee IDs, temporary asylum certificates and state program certificates  

The periods of validity of patents, work permits and corporate permits to engage foreign personnel continue to run as usual under the new edict.

Starting from 16 June 2020, employers are no longer allowed to hire new employees without ensuring that they have a work permit or patent.

During the period from 16 June through 15 September 2020, foreign citizens who enter Russia with visa-free status may apply for a patent to be issued, extended or reissued without regard for the usual submission deadline, the stated purpose of their visit and without leaving Russia.

An employer or customer of work (services) that has duly obtained a corporate permits to engage foreign personnel may apply for or extend the work permits of foreign nationals or stateless persons, who require visas to enter Russia, without regard for the stated purpose of such foreigners’ visit, for any period through 15 September 2020.

During the period from 15 March through 15 September, time spent outside Russia by persons with temporary or permanent residence permits or certificates of participation in the State Program for the Voluntary Repatriation of Compatriots Living Abroad will not be counted.

During the period from 15 March through 15 September, the authorities will not take any decisions to annul immigration documents or deport foreign nationals or take other measures as envisaged by Edict No. 274.

The amendments enter into force on 16 June 2020.
